Cabbage Salad in White Wine Vinaigrette

1 cup shredded carrot | (about 2 medium) Washed, peeled and shredded. |
1/2 cup green bell pepper | (about 1 medium) Washed, trimmed and chopped. |
1/2 cup chopped red onion | Washed, peeled and diced. |
1/2 cup sugar | |
1/2 cup white wine vinegar | |
2 tablespoons olive oil | |
1 teaspoon dry mustard | |
1/2 teaspoon celery seeds | |
1/2 teaspoon salt |
