1 | In a small bowl, combine water and cornstarch; set aside. | |
2 | In a skillet, heat oil over high heat. | |
3 | Add rice vinegar, cornstarch mixture, sugar, garlic, soy sauce, cayenne pepper ; cook and stir over moderate heat thick and bubbly, about 10 minutes. | |
4 | Stir in sambal and bring to a boil. Serve warm. |
