Macaroni Salad

1 ¼ cup celery | Washed and minced |
8 oz. frozen green peas | Thawed |
1 ½ cups light mayonnaise | |
½ cup nonfat milk | |
2 tablespoons vinegar | |
2 tablespoons lemon juice | |
2 tablespoons sugar | |
2 teaspoons Dijon mustard | |
1 onion | Washed, peeled and grated |
¼ teaspoon pepper | |
¼ teaspoon paprika | |
1/8 teaspoon celery salt | |
1/8 teaspoon garlic salt |
