Macaroni Salad

| 1 ¼ cup celery | Washed and minced |
| 8 oz. frozen green peas | Thawed |
| 1 ½ cups light mayonnaise | |
| ½ cup nonfat milk | |
| 2 tablespoons vinegar | |
| 2 tablespoons lemon juice | |
| 2 tablespoons sugar | |
| 2 teaspoons Dijon mustard | |
| 1 onion | Washed, peeled and grated |
| ¼ teaspoon pepper | |
| ¼ teaspoon paprika | |
| 1/8 teaspoon celery salt | |
| 1/8 teaspoon garlic salt |
